Supporting Plans

The following plans have informed the policies and programs that are a part of the 2019 Federal RTP:



San Diego Forward: The 2015 Regional Plan

Adopted by the SANDAG Board of Directors on October 9, 2015, the Plan combines the big-picture vision for how our region will grow by 2050 with an implementation program to help make that vision a reality.

 



Regional Transportation Improvement Program

The Regional Transportation Improvement Program (RTIP) is a program designed to prioritize and implement transportation projects in the current Regional Transportation Plan. The RTIP is the region’s overall strategy for providing mobility choices, improving the efficiency and safety of the transportation system and reducing transportation-related air pollution in support of efforts to attain federal and state air quality standards for the region.



Regional Comprehensive Plan

Adopted in July 2004 and based on smart growth principles, this plan provides a blueprint for managing regional growth, preserving natural resources, and limiting urban sprawl.

  TransNet Ten-Year Review: Look-Ahead Implementation Plan
 

The TransNet Ten-Year Review: Look-Ahead Implementation Plan uses the results of the TransNet Ten-Year Review: Look-Back to develop proposed revisions to the expenditure plan provisions of TransNet.



TransNet Environmental Mitigation Program 

Through the Environmental Mitigation Program, SANDAG protects, preserves, and restores native habitats as offsets to disturbance caused by regional and local transportation projects.



Plug-in Electric Vehicle Readiness Plan 

The San Diego Plug-In Electric Vehicle (PEV) Readiness Plan identifies barriers to the deployment of PEV-charging infrastructure and includes recommendations and resources for overcoming those barriers.



Regional Energy Strategy 

The Regional Energy Strategy addresses energy issues and ways to achieve both local and regional goals related to energy and climate change.



Coordinated Plan 

The Coordinated Plan provides a five-year blueprint for the implementation of public transit and social service transportation concepts described in the 2019 Federal Regional Transportation Plan.

   

Specialized Transportation Strategic Plan

The Specialized Transportation Strategic Plan guides increasing specialized service needs of seniors and persons with disabilities.



Riding to 2050, the San Diego Regional Bike Plan

The San Diego Regional Bicycle Plan guides the development of the regional bicycle system through the year 2050.


California–Baja California Border Master Plan

The California–Baja California Border Master Plan is a binational effort to coordinate planning and delivery of projects at land ports of entry and the transportation infrastructure serving them.

   

Intraregional Tribal Transportation Strategy

SANDAG and the Southern California Tribal Chairmen’s Association developed a strategy that identifies key multimodal projects that will improve tribal mobility while meeting regional, state, and federal goals.

   

Military Multimodal Access Strategy

The Military Multimodal Access Strategy assembles and prioritizes a list of projects, operational improvements, and programs that could be implemented to address traffic congestion at key military base and port access points, providing travelers with alternative options to driving alone.

   

San Diego Regional Alternative Fuel Readiness Plan

The San Diego Regional Alternative Fuel Readiness Plan reviewed alternative fuels and continued the framework for future alternative fuel planning efforts.
