Near-Term Action – Implement the Regional Transportation Improvement Program (RTIP)

The Regional Transportation Improvement Program (RTIP) is a multi-billion dollar, multi-year program of proposed transportation projects included in the San Diego region’s long-term transportation plan called San Diego Forward: The Regional Plan. Projects included in the RTIP are funded with federal, state, and local funds, including TransNet, the region’s half-cent sales tax for transportation projects and programs.

The 2018 RTIP covers five fiscal years (2019-2023). It details specific projects and expenditures to be carried out by SANDAG and agency partners in the near term, and therefore it incrementally implements San Diego Forward: The Regional Plan. The RTIP is developed every other year with updates (amendments) processed on a quarterly schedule. Typically, RTIP amendments include changes to project descriptions, funding sources, schedules, and funding.

The 2018 RTIP and the air quality conformity analysis and air quality redetermination of the 2015 Regional Plan were approved by the Board of Directors on September 28, 2018. The 2018 RTIP Amendment No. 8 was federally approved on November 15, 2019, in conjunction with federal approval of the 2019 Federal RTP.
